Abstract
This research aims to examine the effect of transformational leadership and organizational culture on employee engagement and their subsequent effect on human resource development strategies. Utilizing a quantitative approach, the study involves employees of PT Timah Tbk holding positions at the Assistant Vice President and Manager levels in the Bangka Belitung Province. A purposive sampling method was employed with 102 respondents. Data analysis was conducted using Partial Least Square (PLS) regression and parametric statistical techniques to explore the interrelationship among variables. The finding indicate that transformational leadership significantly and positively affect employee engagement, and organizational culture also significantly and positively affect employee engagement. Additionally, both transformational leadership and organizational culture significantly and positively affect human resource development strategies. Employee engagement, in turn, has a significantly and positively effect on development strategies. Indirect effect reveal that transformational leadership positively and significantly influences human resource development strategies through employee engagement, and similarly, organizational culture positively and significantly affects these strategies via employee engagement. All proposed hypotheses are supported by the data.
